The Jerome Urban Renewal Agency will present its Annual Report, as required by state statute 67-450B, at the March 1st regular meeting. The meeting begins at 2:00 pm and will be held in the Jerome Council Chambers at 152 E Avenue A. The meeting is open to the public.

RECYCLE YOUR CHRISTMAS TREE!


You can drop off your Christmas tree at the Public Works Facility located at the end of 4th Ave. West. Simply place your tree against the fence to the south of the entrance gate. All trees will be mulched and used for landscaping in City parks. Make sure all ornaments and lights are removed first. Joe Mama's Car Show and BBQ Cruise: THIS WEEKEND!

Joe Mama's Car Show will be this Saturday, August 20, in Jerome's downtown parks. The event is the largest classic car show in southern Idaho. On August 19, there will be a Classic Car Cruise through Jerome, beginning at 6pm from the Walmart parking lot and finishing at the downtown parks. A community BBQ will be held at the park from 6pm-9pm on August 19. $5/person or $20/family. Car show is free to spectators.

Joe Mama's Car Show BBQ and Cruise: August 19

This year, Joe Mama's Car Show will be accompanied by a pre-show event occurring the night before. An open Cruise and BBQ will be held from 6:00-10:00 pm on August 19th. The Cruise is open to all Joe Mama's Car Show participants and the BBQ is open to the public. The BBQ will feature pulled pork, coleslaw, beans, a drink for $5. Families for $20. Fireworks Safety Tips


A message from Chief Mike Hatfield from the Jerome Fire Department:

Consumer fireworks are a wonderful l way to celebrate holidays. But they must be used carefully! The National Council on Fireworks Safety urges consumers to be fireworks smart, before, during and after their consumer fireworks display.

Before: Choose an open area away from spectators, homes and buildings and dry vegetation. Use a garden hose to wet down the area before firing.

During: As each device burns out, soak it using a hose, or bucket of water.

After: Place all used items in a covered, fireproof container and leave it outside and away from homes and buildings. “Fireworks are beautiful and add fun and excitement to holiday celebrations. But you must be fireworks smart when you use them!” says National Council Vice President Jack Leonard and remember the following special fireworks safety tips for sparklers:

  • *Children under the age of 12 should not use sparklers without very close adult supervision.
  • *Always remain standing while using sparklers.
  • *Never hold a child in your arms while using sparklers.
  • *Never hold, or light, more than one sparkler at a time.
  • *Sparklers and bare feet can be a painful combination. Always wear closed--‐toe shoes when using sparklers.
  • *Sparkler wire and stick remain hot long after the flame has gone out. Be sure to drop the spent sparklers directly in a bucket of water.
  • *Never hand a lighted sparkler to another person. Give them the unlit sparkler and then light it.
  • *Always stand at least 6 feet from another person while using sparklers.
  • *Never throw sparklers.
  • *Show children how to hold sparklers away from their body and at arm’s length.
  • *Teach children not to wave sparklers, especially wooden stick sparklers, or run while holding sparklers.

Road Construction and Closures

ROAD CONSTRUCTION AND CLOSURES: Throughout the months of June and July, there will be periodic road construction on South Lincoln between Interstate 84 and Yakima. Crews are installing a gravity sewer line and a pressure sewer line to service the developments south of the railroad tracks. During this time, we will need to close lanes and the median to facilitate trenching across S. Lincoln and pipe installation. Crews will work as quickly as possible to finish the project.

The project will be completed in two phases. Phase One will upgrade the gravity sewer line from the Sinclair to the Brockman Lift Station as well as pump and capacity upgrades to the lift station. Phase Two will install a pressure sewer line from the Brockman Lift Station along Victory Lane to H Street. Both phases will be completed simultaneously.

July 4th Freedom Celebration

The City of Jerome will not be hosting a fireworks display this year for the 4th of July as it was unable to be funded during the development of last year’s budget. The City does not anticipate having funds available to restore the fireworks display in future years as long as budget limitations pose a risk to maintaining services for the protection of public health and safety. Future fireworks displays in Jerome will depend on the efforts and interest of the local community to come together and make it happen. The Jerome Events Committee remains committed to organizing the Community Freedom Festival that will take place in the City Parks. The Jerome Events Committee has also partnered with the grassroots fireworks committee in Twin Falls to raise funds for a Magic Valley fireworks display of patriotism for the 4th of July. Capital Infrastructure in the City of Jerome

The mayor's message in April:

Last month we received the latest figures from the U.S. Census Bureau concerning the population of Jerome. As of April 1, 2010, the City of Jerome's population had grown to 10,890 inhabitants. This is a 40% increase over the 2000 Census count of 7,780 for the city. We attribute this growth to the success the City has had in attracting many new businesses and hundreds of jobs to the local economy in that time. And this growth was only possible because we have the infrastructure to maintain it, which has a direct impact on the city budget. There are three pillars to the city budget: operating supplies, personnel, and capital infrastructure. This month it is my intent to explain how infrastructure impacts the budget so that you can better understand the policy and priorities that determine how your tax dollars are spent in the City of Jerome.

Capital infrastructure makes up 40.14% of the budget (7.35% of it is for debt service payments). Infrastructure investments are very expensive and not very attractive to consider. Although it costs a lot up front, over time these projects can save the City millions of dollars. Infrastructure includes all city land and building facilities, the entire road system, the entire water distribution system, the entire sewer system, and the entire fleet of City vehicles and heavy equipment for Police, Fire, Public Works and Water Works Departments.

Just like when you buy a new car or truck, the initial cost is large, but then it becomes very affordable to run and maintain for a long time. Conversely, the older it gets, the more it costs to maintain and the less it performs the way it is supposed to. Sooner or later you are faced with the need to either completely rebuild what you have or replace it altogether. Today the City of Jerome finds itself in the unenviable position of having very old and deteriorated infrastructure that costs a lot to maintain. In fact, in certain areas, the City cannot even keep up on basic maintenance because it is in a constant state of crisis just trying to "put out fires" that crop up throughout the system. This is especially true of the water system, but also affects roads, sewers and buildings that the City is also trying to maintain.

So what can the City do about all this? The policy options are: 1) Status quo; throw more money, personnel, and resources at maintaining the existing systems as they are. 2) Invest in new infrastructure to replace broken, inadequate and obsolete portions of the systems and get back to a basic maintenance schedule. 3) Reduce services to match available resources, requiring the city to abandon certain performance standards based criteria that could impact public health, the quality and level of public safety, transportation, and other basic services. Those are the three choices facing your elected officials. In my opinion, option #2 is inevitible and option #3 is distressing to consider. What do you think? I welcome your thoughts and ideas on this important issue to our community. The City Council will be meeting next month for its annual strategic planning retreat to address how we are going to deal with these critical issues in the coming year.
